For over a decade, allies have chronically underspent on defense while the West’s adversaries modernized and bolstered their own military capabilities. Defense spending stayed low across the West not just because of budget pressures, but also because everyone – including the US – was frightened to provoke Russia. However, the nature of NATO allies’ support for Ukraine – much of it direct military support – has exposed the vulnerability that years of underfunding has caused the alliance. Now, fighting and preventing wildfires and helping the island of Maui recover from the flames top the agenda as Hawaii's Legislature returns for a new session this week. The Senate majority said in a news release it was committed to forming a fire risk task force and seeking permanent funding for the Hawaii Wildfire Management Organization, which is a hub for wildfire prevention and mitigation. Josh Green, a Democrat, in December asked lawmakers to appropriate $425 million for the Maui cleanup and emergency housing, and millions more to reduce statewide wildfire risk. Nakamura said the Maui fires exacerbated a problem that existed long before: the proliferation of vacation rentals around the state. “If they can’t find an affordable rental and use their skills in Hawaii, then we all lose out,” she said.

Oprah Winfrey and Dwayne Johnson have donated $10 million to help establish a fund that will give direct cash assistance to Maui residents displaced by catastrophic wildfires that destroyed hundreds of homes on the island, they said on Thursday. The new effort, called the People’s Fund of Maui, is offering payments of $1,200 per month to adults whose homes were destroyed or made uninhabitable by the wildfires in Lahaina and Kula this month. The assistance is available to both homeowners and renters, but not to property owners who do not live in homes they own. “People being able to have their own agency, being able to make decisions for themselves about what they need and what their family needs — that’s our goal,” Ms. Winfrey added in a video on Instagram. She promised that the public’s donations to the fund would go directly to victims.

“DNA has been really extremely helpful for us, with the Rapid DNA,” said Alison Galloway, professor emerita of anthropology at the University of California-Santa Cruz, who helped identify remains during the Camp Fire. “If you don’t have that … then it’s a lot more difficult.”In general, forensic experts rely on DNA, dental analysis, fingerprints, medical hardware or circumstantial evidence to try to identify remains. “We’re still diligently working trying to make sure that we can identify (remains), and that’s why that DNA is so important, because we got fingerprints from three,” he said. Maui County is seeking damages from HECO that may total tens or hundreds of millions of dollars, according to John Fiske, an attorney representing the county in the lawsuit. “Our primary focus in the wake of this unimaginable tragedy has been to do everything we can to support not just the people of Maui, but also Maui County. We are very disappointed that Maui County chose this litigious path while the investigation is still unfolding,” a spokesperson from Hawaiian Electric told CNN in a statement. Hawaiian Electric Company is a for-profit company that serves 95% of Hawaii’s customer base and trades on the New York Stock Exchange. This isn’t the first time a utility company has been blamed for its alleged role in a powerful wildfire in recent years.

Maui officials said text alerts were sent out, but it’s unclear how many people received them (power and cellular disruptions may have prevented residents from getting these alerts). Many local residents have said that they didn’t know the flames were approaching until the fire was nearby. We know from New York Times reporting that by 5:19 p.m. the fire had reached the waterfront, and that by 5:33 people were seeking shelter in the water. If the text alerts were sent out at 4:17 p.m., that was at least 47 minutes too late. On Maui alone, firefighters were battling fires near Makawao and Kula when the Lahaina fire erupted, leaving the ranks depleted.
